Justin has nearly ten years of experience in transportation engineering. Mr. Raines was most recently employed by the Illinois Department of Transportation in the District Nine-Carbondale, Illinois office as a Resident Engineer in construction before making the move to Geotech Engineering & Testing, Inc. Justin holds a B.S. degree in Civil Engineering from Southern Illinois University and is a licensed professional engineer in Illinois.
