Linda Smothers Linda is an Illinois Licensed Professional Engineer and has more than fifteen years of experience as project manager for various highway design projects. Linda was previously employed by the Illinois Department of Transportation District Nine- Carbondale Office. During her employment with IDOT, Linda served as a design squad leader overseeing all design functions on major highway projects for two design squads.
